         A new government report shows electricity remains relatively cheap in the Great Plains.

     The federal Energy Information Administration's annual state electricity profiles, based on 2008 data, shows that Americans nationwide pay 9.74 cents per kilowatt hour on average.

       Wyo has the 2nd-lowest average rate at 5.67 cents per kilowatt hour, with Nebraska #7 at  6.58-cents and North Dakota is 8th at 6.69 cents. South Dakota had the 12th-lowest average electric rate at 7.14 cents per kilowatt hour.
    
     Hawaii has the most expensive energy with an average cost of 29.2 cents per kilowatt hour while West Virginia is the lowest at 5.61 cents.
