        The EPA has fined a northeast Nebraska landowner and an excavation company $30,000 for building a dam without proper authorization.

      The federal agency says Bill Willers of Norfolk hired Custom Excavation of Madison to build an earthen dam on a tributary of Spring Branch Creek.. .affecting about a quarter-mile of the creek and over an acre of wetlands.

     Landowners are required to consult with the Corps of Engineers and obtain permits before building dams...but Wallers didn't. The Corps discovered the dam last fall, and Willers is working with officials to develop a restoration plan for the affected area.
