      The Nebraska Department of Revenue says property taxes rose an average of 3.93% statewide last year, the smallest annual percentage increase in more than a decade.

      Taxes rose only 4% the year before after averaging 6.6% for the previous 10 years. Current tax bills, which are based on property valuations and tax rates set last year, top $3.1 billion dollars...up nearly $118 million.

     Officials say the slower growth in overall property taxes reflects the major slowdown in new construction because of the recession.

      Property tax bills reflect both the tax rate and valuations. Property valuations went up nearly 4.4% statewide, one of the small increases in the past decade.

       Tax rates dropped slightly to $1.93 per $100 of assessed valuation, the lowest since 2002.

      Although the statewide average increase on tax bills was only 3.9%, individual property owners may have seen larger or smaller changes...depending changes in local valuations and tax rates.

     Farm valuation increases led to a nearly 25% jump in Hitchcock County tax bills while Douglas, Sarpy and Lancaster - the 3 most populous - had a combined increase of 1.8%. Tax bills in Hooker County went down 5.8%.

      Banner County had the biggest increase in property taxes levied in the Panhandle at 13.7%...3rd-biggest jump in the state...while Box Butte and Morrill were 12th and 13th at about 10.3% each.

      Deuel was 15th at 9.9%, with Cheyenne #30 at 7.7%, Garden 32nd, and Sheridan 33rd...the latter 2 with tax increases of just under 7.5%.

        Rounding out the Panhandle were Scotts Bluff up 6.5%, Kimall 5.4%, Dawes at less than 1/2 of 1%...87th in the state...and Sioux County, one of 6 conties where property taxes fell, a 1.6% reduction to rank #91.

      In terms of valuation changes, Banner County had the 5th-largest increase at 13.65% while Box Butte County was 13th at 11.23%. Deuel County was the only other one in the Panhandle with a double-digit increase at 10.36%.

        Other valuations changes in the Panhandle were increases of 8.81% in Cheyenne County, an even 8.8% in Morrill, 7.08% Sioux, 6.95% Kimball, 4.90% Scotts Bluff, 4.70% Garden, 4.60% Sheridan, and just under 7-10ths of a point for Dawes County.

       The average of all property tax rates rose in 5 Panhandle counties - Banner, Garden, Morrill, Scotts Bluff, and Sheridan - ranging from highs of 2.72% in Sheridan and 2.63% in Garden to a low of 1.36 in Morrill.

       Average rates fell in the remaining 6 counties...from an 8.08% reduction in Sioux County to 22-100ths of a percent in Dawes. Cheyenne, Deuel, and Box Butte also saw reductions of less than 1% while Kimball and Scotts Bluff county tax rates fell between 1-and-2%.
