The state has thrown out a complaint against Scottsbluff engineer Clint Schaff over his work as the Dawes County Road Superintendent.

Schaff has filled that role for more than two decades on a contract basis.

The allegations against him stemmed from a complaint filed against Dawes County over record-keeping violations and settled earlier this fall.

An investigator for the Nebraska Board of Examiners for County Highways and City Streets Superintendents concluded the charges against Schaff lacked the "reasonable basis of fact or law." After studying the report, the board agreed and dismissed the complaint.

Dawes County earlier this year effectively pleaded "no contest" to four record keeping violations between 2002 and 2005 and surrendered $54,000 in state road funds. Schaff had signed off on the county's reports to the State.

Schaff and others in his firmhad frequently recommended over the years that thecounty hire a permanent fulltime superintendent, a move the commissioners have finally taken. They hope to fill the post within the next month.
