        The Nebraska State College System (NSCS) has released the findings of an independent financial review of fundraising for the Chadron State College football program, and shows  questionable accounts and undocumented spending.

        The CSC administration last month placed head coach Bill O'Boyle on what is essentially administrative leave after self-reporting possible NCAA rules violations dealing with donations to the football program that didn't go through the Chadron State Foundation or any other arm of the college.

        The NSCS hired the independent accounting firm BKD to review all records on the issue, and the Board of Trustees released the findings today.

    Copies were sent to the NCAA as well as the Nebraska State Patrol and the state Attorney General, Auditor, and Accountability and Disclosure Commission.

      The review found that O'Boyle opened bank accounts without the consent or oversight of the college administration and used those accounts for donations intended for the football program.

      The report says  O'Boyle initially denied opening the accounts but later told Athletic Director Brad Smith about one of the accounts.

     The BEK report identifies expenditures that may constitute violations of NCAA rules, and says some $22,000 from the accounts were listed as being only to “cash”without any supporting documentation.

       The report says the lack of documentation makes it impossible to confirm whether the money was used for the intended purported purpose of supporting the football program.

      In a written release, CSC President Dr Janie Park says the college is bound by rules which govern financial operations and staff conduct, and that it's incumbent on all employees to comply with those rules because "any behavior that circumvents or disregards those rules places our programs and the college’s reputation at risk.”

     College System Chancellor Stan Carpenter, in the same release, says the NSCS has policies and procedures in place to provide accountability in financial operations in keeping with state laws prohibiting college employees from using public resources, property or funds for personal financial gain.

     Carpenter says the College administration must be able to trust staff to conduct themselves professionally at all times while serving as role models and mentors.”
